In 2008, Steve co-authored the Victims' Bill of Rights, known as Marsy's Law. This act amended California's Constitution and became the most powerful guarantee of rights for victims anywhere in the United States.  As ballot signator for Jessica's Law, Steve campaigned with Jessica's father to protect children form sexually violent predators.  He has dedicated 25 years as a public servant to protect the citizens of Los Angeles and has earned numerous awards from leaders in the victims' rights movement.  Steve has distinguished himself as a legislative problem solver.
